A plan of action setting guidelines for governments of the EU Member States to conduct policies in the fields of justice, freedom, and security over the period 2010-2014. Specific themes of the programme include combat against organized crime, homeland security, public security, and migration. The Stockholm Programme follows the Hague Programme and the Tampere Programme.
