In the EU context, harmonization - as opposed to coherence - refers to the vertical dimension of aligning policies and capabilities, i.e., the creation of common standards across different sectors and policy areas. The idea is that law and standards should become more consistent, and that EU Member States should speak with one and the same voice across those areas.

The term is also applied to harmonization of CSDP policies nad national defence planning.
