In international security relations the term global should be understood as the ability of an actor to exercise effectively its role (duties, obligations and privileges) potentially worldwide. A global role also presumes existence or ability to generate a comprehensive capacity and apply a comprehensive approach in case of engagement. In some cases an actor with regional or even local role could produce a global effect on international security.
