Capacity to implement a global role is the complex of both material (physical) instruments and actual functioning of EU governance. Physical instruments are those like armed forces, external action services, police, financial resources, material, etc., that may be provided by the Union or the Member States for use in EU global affairs. The actual functioning of EU governance is the ability of the European Commission to take and effectively implement decisions, the EU Parliament to exercise effective oversight, and Member States to provide funding that is adequate for the exercise of EU global roles.
